Serious Problem with computer

I am having a big problem with my computer. I dont know a
great deal about them but I know somthing is wrong. When
I turn the computer on and attempt to connect to the
interenet or any other program on the computer a box pops
up saying Warning Security settings have been tampered
with and then says to restart computer to reset them. But
when I restart it it says the same. I tried running my
Norton's anit virus but it will not work. It wont do
anything at all. If someone could help I would greatly
appreciate it. Oh and there are programs now installed
that I never installed I dont even know what some of them
are.
