The secret that is out-of-sync is that used by the system
itself to initialize the security subsystem during early boot.
To my knowledge the only recovery available is a fresh
install. The issue has been raised with MS that this is
being seen too, too often. When I have seen people with
this, most can affirm that there was an abrupt shutdown.
As of yet I have seen no fix, and somehow I do not believe
that there can be one that would not also become a prime
cracking tool.
