Domain Group Policy only partially works on Windows XP.. why?

I have a Domain Controller with AD and Group policies
setup for various groups. On Windows 2000, the policies
work flawlessly. But on Windows XP, it only seems to
work partially. For example, if I disable the Control
Panel within the group policy, it's gone in W2k after
login. But in WinXP, it's still visible and functional.

I saw an article regarding DFS client and made those
changes to my XP system but still nothing changes. Note:
On the XP system, I do see a userenv error and have tried
following all suggestions.

Any thoughts or articles?
