sp1 fails because update.inf problem

I can't install XP service pack 1 because it aborts with
an error message that says windows can't verify the
integrity of update.inf. I have turned off all programs I
can think of and have even run it from safe mode with only
networking enabled and I get the same error. I can't
install IE6.0 service pack either. The message there is
that the the service pack components are not microsoft
logo certified.
