net packet filter

hiii have exhausted all avenues cept this one waaaah,

while trying to install software it discribes as
aprerequisit the npf (net packet filter) showing me where
to find it under adm tools my computer software... i found
it and it says it is degraded so even though i installed
software it wont work have reemoved existing wincap 2.3
added wincap3.0 but really im a fish outta water how do i
make this filter whole fresh new and working like it
should or if anyone know anything in this area i am all
ears plz plz help im sure it stops mass pings or somfin
