Following the suggestion above, I've tried to eliminate the network adapter
as the problem. I've removed the PC card adapter and replaced it with a USB
adapter. I've reinstalled WinXP Pro (upgrade, not clean install). As
before, everything works on the troublesome computer, except no other
computer can ping it or access it.

Here's a peculiar thing, though. When other machines display the computers
in the workgroup, they list the troublesome computer, including computer
name and description. When I click on the computer icon, I get message that
says "you may not have permission to use this network resource". I'm logged
in to both computers with the same name and password.

On the troublesome computer, I only see the computer itself when I look at
the workgroup. The workgroup name is the same on all the computers.

If I type in the IP address of other workgroup computers in the address bar
(\\192.168.123.153, for example), I can view their shared drives. This
doesn't work when I try to reach the troublesome computer from others. I
get a "Windows cannot find..." message.

This seems to all point to browsing and DNS permissions to me, but I don't
know how to fix it.

I haven't mentioned before that the troublesome machine is formatted with
FAT32, not NTFS. This wasn't an issue before, but maybe it interferes with
fixing it now.

Any suggestions would be appreciated.
