Because it changes the user name but not the profile path. Therefore
user "joe" whose name was changed to "frank" has a user profile of
"C:\Documents and Settings\joe".

Rename the account back, create a new account with the name you want,
logon, logoff, logon to Administrator and use the user profile tool on
system control panel to copy account A to B.
