Local Users rights

Hello everyone,

On an XP box Local users should be able to capture a port to lpt1 in order
to print from DOS applications. Administrator's account is able to do that
VIA net use command but regular user is denied, any suggestion to fix this
aside from making the user part of a more powerful group?
