You will find custom management at a finer grain than
the preplanned simple scenarios easier if you shift out
from simplified sharing (in view tab of folder options).
Then, try at cmd prompt
control userpasswords2
or
compmgmt.msc (also available as manage in r-click
    context menu of my computer).
