Try using FAST, the file and settings transfer wizard.
It is on the CD, in support\tools as an installable called
FASTWIZ
You can do it otherwise, but FAST makes Outlook / Outlook
Express transfer particularly easy. Most items in the profile
can simply be copied from the old to the new (do not move).
Some, like mail or NTuser.dat require more effort.
In the meantime, you can double alt-cntrl-del at the
login Welcome screen in order to log in with the prior
Administrator account. (note: this does not work when
switch user has switched users).
