I had this problem some time ago. Open Task Manager, and End Process for
Explorer.exe

I don't remember how I got the problem resolved, (UA no longer hangs for me),
but I do remember it working again after killing explorer.

Better than the current UA Control Panel, why not use the classic UA CP? It
has more options to boot ^_^

To use the classic UA CP, click Start, Run, and type this:

control userpasswords2
