Moving User "Document and Settings" Folder to a new drive

I have Windows XP Home Edition on 1 PC and Windows XP Pro on another - I
would like a solution for both.

I would like to move ALL the document and settings folders from the default
location in the Windows XP drive to another drive letter. I can move most of
the folders like My Music, My Pictures and My Documents either with the
registry or TWEAKUI (which is time consuming) but new accounts will still
have folders set up in the windows XP drive. I want new accounts to be set
up in my new location, in this case D:/Users.

Is this possible?
