You have not mentioned which version of XP, which
may turn out to be important for us.
Does this happen if you try it first thing after the
machine has rebooted and had some small time
to settle down?
If you start / run <= compmgmt.msc
and the expand the Services and Applications node,
highlight the WMI Control and right click to its
properties and in the dialog that opens, select
the Security tab, have you gotten to here?
When you highlight the root node and click
the Security button, do you see that Administrators
have allowed all in the list (save Special at the end)?
If so, now spot check the CIMv2 and the Microsoft
nodes to make sure they are the same, except grayed
out due to inheritance.
Let us know what, if any, of this you are able to do.
