You seem like a somewhat intelligent person. How about some research on your part?
You need to learn a lot more about ACLs and group permissions and such
before you start diving into setting someone up with the same "powers" granted
as and admin, but not. (Which seems pointless, IMHO)

Finally, Start using Google to look up specific questions you have, or use
a program like Web Ferret to look. You will likely find what you are looking
for on the web. I think you are going about accomplishing what you want
in entirely an incorrect manner, but if it is what you think you have to do
to make your system more secure - live and learn I say.
