Dimitriy.

Do the following exactly. Do not deviate from these instructions. If you
fail to follow these instructions to the letter you will *not* see the user
"Administrator" in the user control panel applet. The instructions I'm
giving you will let you see "Administrator" in the user control panel
applet.

Method 1):
Do a restart on the machine or turn it on for the first time. Note that you
can not use FUS for this technique. All other users must be logged out so
it's easier to simply restart the machine.
If you are using the Welcome screen, press ctrl-alt-del twice in order to
get the original login screen.
Type in "Administrator" in the User line.
Type in the user Administrator's password in the password box.
Sign on as Administrator. IMPORTANT NOTE: CRITICAL! If you attempt to log in
with any other user name other than "Administrator" the remainder of these
steps will fail. In which case, you must start over.
Once the system is, go into control panel user applet. You will now see the
user "Administrator" listed.

Method 2:
Reboot the machine into safe mode. Post back if you need exact instructions
on how to do this.
Login as user "Administrator". IMPORTANT NOTE: CRITICAL! If you attempt to
log in with any other user name then the remainder of the instructions will
fail.
Once the system is up, go into control panel user applet. You will now see
the user "Administrator" listed.

Follow one of the above instructions exactly. Do not deviate. Make certain
you log in as the user "Administrator". Failure to log in as "Administrator"
will cause these methods to fail. There is actually a 3rd method, but until
it's determined whether or not there is a problem with either of the two
previous methods, then there is no point in looking at the 3rd method since
it too will fail.
