This is a work-around that requires you be there for each software install...
But it does work.

Login as the admin, while the kids accounts are NOT logged in, (Found out
first hand the horrors of editing account privleges while said account is
logged in), and elevate their account to admin level.

Install software, logout, switch account back to limited. (Or power).
Otherwise, if it won't install for a power user, there's very little you can
do other than installing it as an admin. MS Office is a good example.
