problem administrator privileges

Recently I tried to defrag my hard drive and it kept
crashing out to the blue window and I would have to
reboot. I called the Microsoft fee-based support line,
where I was talked through doing a repair reinstallation
(I have XP Home). Since then, although my user account
says that it is a computer administrator account, with
full control privileges, this seems not to be true. I
can't uninstall or install programs and Norton Systemworks
keeps telling me 'access denied to drive c'. I have to
reboot in safe mode and log in on the administrator
account. There, I'm told that uninstall/install isn't
available in safe mode. Following info on the Symantac
page and Microsoft's knowlegebase doc, I logged on as an
administrator, right clicked on the c drive (properties)
and in the permissions list checked "allow" for all the
options for my account and system acccount, then apply.

Nevertheless my normal account still doesn't seem to have
the privileges, Norton Protection still keeps telling me
that access to c drive is denied, and I can't uninstall
and then reinstall the Norton. What's up? I've read
other posts in this newsgroup and also performance and
maintenance to realize that variations of this problem
happen to other people but I haven't found any solutions.
Also, I still can't defrag the disk even logged on as
administrator in safe mode--still crashes out. Confidence
and trust (probably naive) in Microsoft is plummeting. Is
there anyone who can help?
