Delegating Printer Security

Is there any way that I can allow users to add local
printers without them being a part of the Power Users
group. The workstations are locked down, and I need to be
able to let the users add local printers, because they
have printers attached to their desktops. The ideal
solution would be via Group Policy. Any suggestions would
be great.
