Legacy Applications

We are a K12 public school. We are running Windows
2000/XP workstations and Windows 2000 servers. Many of
the applications we use seem to require the user to be a
Power User. This creates other security problems on the
Workstation and the network.

Does anyone know of a way to allow users to run legacy
applications without being a Power User or Administrator?

We are using Group Policys.
