You only need to be logged in as a member of the
administrators group in Pro with simplified sharing
shut off, or in Pro or Home logged into the F8 Safe
Mode. Then you can access the properties of the
folder at the root of the denied area, and use the
Advanced and then Owner options within the Security
tab in the properties of that root area. It will ask if you
desire to have the permissions reset - to which you
would say yes.
BTW, you are correct that this is related to use of the
Make Private option. Using this essentially modifies
the folder so that only the account itself has any grants
at the NTFS level. This is stored in the NTFS security
info, not in the registry. This is overcome as above
outlined. Administrators can always take ownership,
and the owner can always alter permissions even when
they have none granted to them.
