Peter,
This is not being done by your OS, it is probably being done by your Email
program.
It was a "feature" created to help users avoid attack by nefarious viruses
in .exe attachments.
Easiest solution is to have folks send you these files in a Zipped format.
Otherwise, repost your question (identifying the Email program and version)
in the appropriate ng for that product.
