Runas command

The 'runas' command or Secondary Logon Service is enabled on my Win XP Pro
machine so when you right click on an application you can run the program
under different user credentials.

However my problem is that the service will only work when the user has
administrator privileges which kind of defies the point of having the
service if you cannot use the service under other user accounts without
administrator priveleges to run an application which needs administrator
privileges.

I have checked that the service is running under each user account,
restarted, stopped and started the service several times but with no change.

Any help to resolve this problem would be greatly appreciated.
