help me with permissions please!

none of my user accounts have permission to run windows
messenger, i have tried to to give permission using the
security and permission settings, but nothing i have done
has changed it, even though all the allow boxes are
checked, including read and execute. the only one that
isnt, is special permissions.

can someone give me a hand here, my head is starting to
hurt!
