Programs should always be installed by the administrator,
never by a "limited" user. Usually it is OK to install to a
folder under "Program Files", but whenever possible no
file that is to be modified when a user runs the program
should exist here.

The preferred location for "user modified files" is under
each user's own "My Documents". With some programs
this is not always possible, those programs insist upon
for instance configuration files to be located together with
the program itself, and in such cases you must make the
applicable folders shared.

The easiest way to make a program icon appear for all
users is to place it under the "All Users" Desktop or
Start menu rather than under the menu for a particular
user.
