Runas always prompts for password. I think this was done to discourage
attacks via scripts.
There are 3rd party apps that take a password as a parameter and do
(essentially) a CreateProcessAsUser(), like runas does. I don't know which
to recommend, but a quick search with your favorite engine should turn up
something.
