problem with multi-user editing

Hi,

Every new document I try to create, be it in Word,
Outlook Express, etc. presents the message "this file is
locked for editing." Even though there are not multiple
people using or editing the file. How did everything get
set to read-only? How can I turn this off so that I can
produce documents again?
