XP user accounts

In Win XP Home, can't set guest or other user accounts so
that my (owner) files are kept private. I spent hours
with H-P tech trying to do this. They say they can do it
by removing and re-entering password, then getting a page
that gives the option to keep owner files private and
checking yes. My computer does not bring up the page that
gives that option. Guests or other users have access to
my files.
