unable to delete video clips after viewing

I was unable to delete video clips (.AVI, .MPG or DixV .AVI) after
viewing on my WMP. It alway shows "this file been used by another
user". I have no file sharing or network access.

I reboot couple time and sometime it works randomly and let me delete
them. Is there something to do with file right? How can I tell who's
using this file? Is it still in the memory and won't allow me to
remove, even after reboot?
