Active Perl

I'm not sure if my inquiry fits this area, but anyway if
anyone could help me out, I'd be very thankful. I just
wanna know whether Windows XP has a built in Active Perl
during installation? Coz I need it to run the application
for traffic monitoring in my network. Thanks in advance
