All of these require administrative rights to install. You don't say if
this is Home or Pro, or if policies are in place, so there could be other
reasons.

Also you don't say if you've already done the administrator install and
are just doing a limited user "completion" install, as some of these
programs (esp. Office XP) require.

More detail would make it possible to provide a more detailed, and
possibly more-accurate, set of troubleshooting steps.
