You can re-load gpedit.msc from your Windows XP Professional CD-ROM.
Boot from the CD-ROM, run Recovery Console, and enter this command:

   expand D:\i386\gpedit.ms_ c:\windows\system32

If your CD-ROM drive isn't D:, substitute the appropriate drive
letter.
