As Bill told you, it is probably Windows Update; disable the automatic
updates, and it will likely stop.
Also use the firewall to determine what app is trying to connect out.
It appears to ME, however, that this is the Messenger service checking
your Hotmail account, since the address corresponds to Hotmail and not to
an MS tech-support-related server. So ... do you have a hotmail account?
Do you have Messenger enabled or are you otherwise checking for new mail
when Windows starts?
