ActiveX Problem

I am having a little problem. When ever I try and get an update from the
windows
update website or when I try to down load the windows SDK from MS and a few
other places.

IE6 gives me a message box that says

"Your current security settings prohibit running activeX controls on this
page. As a result, the page may not display correctly."

Now I know that this sounds and looks like an IE problem but the obvious
didn't fix it. I have XP pro running with the .NET framework (if it maters)
I have looked at the firewall settings and the computer settings with no
luck. TechNet says the obvious check internet settings of which I have even
made all of them the lowest security, I have done a custom change to full
open with no luck. I have even tried to adjust the .NET internet security
settings.

Does anyone have any suggestions?
