You likely have adjusted the account lockout settings
to be too tight. In order to accommodate pre-SP1
Welcome screen behaviors, adjust so that it will allow
5 or more failed login attempts and so that it resets the
bad attempt count at around 30 minutes (definitely less
than 90 minutes).
