accounts keep lockig..

Wonder if you have any suggestions...:

I have XP Prof. (in a workgroup - not domain)
3 active accounts exist:
Xyz - limited rights
Qwe- administrator rights
Administrator - administrator rights
Guest - disabled

I want to use logon screens, I am logged on as user Qwe, I select options
USE LOGON SCREEN and FAST USER SWITCHING. Then I press Win+L to test my
logon screen and find that all accounts except Qwe are locked. So I logon as
Qwe and ulock them. I restart my computer and find that accounts are
locked - all except Administrator. So I unlock them and when I restart
computer and try to logon, I find that accounts are locked - all except user
Qwe..And so on and so on...
Does anybody know whats goin on?
