Access Denied - Continued

I recived a cfg file for a game i had over the internet.
But somehow it had some protection on it. i got this
when i tryed to remove it/edit it/move it. "Access
Denied" - "Make sure the disk is not full or write
protected and that the file is currently not in use."
Can anyone tell me how i can go about removing this file
from my computer. My comp is a personal comp, it has no
other users. Thanks...
