Indeed - on a local machine file and folder permissions can prevent most
unauthorised accesses.
EFS does have a part to play for laptop users - in that you can get a
commercial program to reset the Administrator password but if you use EFS
properly then no one outside your company can get at your files.
(by default the local administrator on a laptop is the recovery agent but
this can be changed and is done so in Domain environments)
