setting up different accounts

Hello all,

Three people have an account on my computer:

me, with admin rights,
my wife, with power user right,
our daughter, with user rights.

How do I go about customizing so that each have their own start menu, i.e. I
only see the programs I use and the other two only their respective programs
(in the start menu)?

If I remove shortcuts from the "all users" folder in "Documents and
Settings" folder, will they also disappear from the start menu's of me
(admin) and my wife (power user)? How can I prevent this. my main goal is to
create a safe account for our daughter with which she can only see and use
what is relevant for her, and that my wife and I don't see her stuff in the
start menu.
