Can I set permissions on a file using a script?

System: Windows XP with NTFS.
My Problem: Due to a bug in MS Money 2000 (that I have reported), everytime
I close Money and it compacts the data file the permissions on the file are
changed so that only the Administrator and the current user can access it.
This means that other computers on my home network running Win98 get a
permission denied message when they try to access it. The person trying
access the file then has to come to the WinXP machine and manually change
the permissions to give "Everyone" access.
I would like to know if there is script command I can use to set the
permissions so we can just double-click an icon on the WinXP desktop. Or
better yet, a way to disable permissions completely on a file or folder so
this isn't an issue.
