It's a bug in Messenger 4.6. In previous versions of Messenger, if the registry keys for
Messenger didn't exist, Messenger would create it them itself. Beginning with Messenger 4.6
however, when not under an administrator account, instead of creating the missing registry
keys, it simply exits. The latest Messenger 4.7 beta (not publically available), fixes this
problem.
Besides doing what you suggested, you can just run a .reg file to replace the missing
registry key and data (I normally have it on my web site, but it's down temporary at the
moment, so I've just attached it to this post).
