LIMITED ACCOUNT LOG-ON DENY

My XP PRO edition will only allow administrator-type
accounts to log on. Limited-type accounts show, but
clicking on it
does nothing. I've created both types and deleted both
types just to check, and this problem is consistent.
I checked the "Local Rules" on access, and reset
everything to default, and it's still refusing log-on. I
logged on as the administrator and did a restore from 3-
days ago, and it would allow limited accounts to log on.
However, so many error messages came up for programs that
I had uninstalled, that I had no choice but to return to
the present configuration, where the limited accounts
continue to sit idle---XP will not allow them to log on.
What option is keeping my users with limited-type
accounts from logging on?
