No "Connect As" window before connecting to net resource

When logged-on to a Win2000WorkStation/XP Prof [that is
not joined to a domain ] using a local account and the
account name and password happen to be the same on a
given Win2000 Domain, I can immediately have access to
the domain resources. No "Connect As" window shows before
being given access to the resource. The local user name
and password are passed to the domain without asking the
user to provide any authentication info.
Can I change this behavior [aka use group policies or
edit registry] to alway show the connect as window ?
