Can't access network location

I recently upgraded from Win98SE to WinXP Pro. I suspect
that this has something to do with the fact that I now
can't uninstall many of my previously installed programs,
and can't install a number of new programs, due to
Windows Installer constantly reporting Error 1606:Can't
access network location <username\Administrative Tools>.
The Knowledge Base has a single article suggesting
editing a registry entry (which I discovered I didn't
even have when I went to do what they suggested, and so I
just added the value), but after doing what they
suggested and then experimenting with a few different
values of the same key I still have no success. Is
anybody able to offer a solution? Thanks very much!
