Windows XP FTP Service

I tried Windows XP Pro FTP service and I looked for an option to add some
users with different read and write rights, but I can't find anywhere an
option to specify this.

Is this just a basic FTP service with only Anonymous support or does it
allow "complex" users configurations like in Linux systems?
