You are on a workable track (but I would not have
assigned Everyone Full Control in the Security tab).
What I did not catch is, when logged into PC 2 or 3
as the non-admin use and you attempt to access PC 1
you do say you are not prompted for user/password.
Do you mean you receive immediate, transparent access?
If so, this is because the same account exists (at least, it is
same in name) with the same password on the PC you are
using (2, 3) and on the PC you are accessing (1).
If you name the accounts differently, or set different
passwords, then you should be prompted.
