I'm afraid you have a bit of a learning curve ahead of you.
You are correct that you cannot assign share permissions to anyone other
than acounts which reside on the local machine. The exception to this is
domain accounts.
What you need to do is set up accounts on the machine for each user who
needs to access any share on the machine, and then add them to the share's
Access Control List. The user must then connect to the share using the
username/password you set up on the XP machine.
If you have many XP machines with shares, and want users to be able to
access shares on all of them in a controlled way, then you must maintain
simultaneous user accounts on all the machines, which is a chore for the
administrator. ( or have the user connect using different username /
passwords for each server, which is a chore for the user, and hence via
support calls, to the admin. too... ) In this case, you need to set up a
special network configuration where the user accounts are held on a central
machine, and are available to be used on all. This is called a Domain, and
you need a winNT4 server or Win2k server to do this. In this case, on any
server in the domain , you can add to the ACL not just local accounts, but
also 'central' domain accounts. Depending on your configuration, you may
or may not be ready to plunge into that particular pool of crocodiles.
Please have a read through this simple 'howto' article.
By illustration, I attempt to show the basics.
If you go all the way through, it will give you the info you need for what
you are trying to do.
