Permission on share folder xp pro

I have insatlled XP professional on our business
computers. In 98 we could put passwords on share files
to restrict access to unwanted users, for instance,
accounting files to be reviewed by ceo, but noone else on
network can access. I understand that permissions must
be set, but I am unable to grant a single network user
permission on a peer to peer network. I can grant a
single local user permission, but I cannot see
other "locations". any help
