Try the following while logged on as the Administrator account (if
necessary in Safe Mode)...

Under the Folder Option => View menu in Explorer, deselect the option
to use Simple File Sharing... (may not be necessary in safe mode).

Right Click on the outlook.pst file and select the security tab...
Add your user account to the permissions for the object and set your
permission to full control...
