The admin password and backup disks are company property. Don't mess around -
ask him, in writing, registered letter, to either return the disks and the
password now, or confirm his desire in writing to retain your property. Check
with a lawyer for the best wording on the letter. Give him a period in which
to respond, and note that you will be treating this as further theft, and
prosecuting, if he does not respond within that time. His initial theft may
not have caused him significant damage, but a second theft on his record will
presumably not be treated so lightly.
