can open all user accounts

i'm currently using windows xp home edition in my office.
but so far, i have 2 problems.

first:
when i click right button to an icon on my windows
desktop, that's an exclamation (or something) appeared.
i found this after i installed an AS400 application (for
workstation). If i remove that program, my XP comes back
to normal.
(FYI : that AS400 workstation application/emulator, is
win95 enable)
Is this not compatible with my XP or else?

second:
Our company is using Win NT for another server. But i can
open all user accounts / their directories in "users"
directory which are made for them before i use Win XP Home
Edition. But others cannot access it like i do.
Can you guys help me for this problem?!
Coz i worry about this security.
